Enel was the main villain of the Skypiea arc, and his powers made the people believe that he was a god. Throughout the arc, he demonstrated his strength, which backed up his claim. Even the Straw Hats were helpless before Enel’s might, but that didn’t stop them from trying to defeat him.

When Enel saw Usopp on Ark Maxim, he decided to execute him. If the villain had managed to connect his attack, Usopp would have died an excruciating death.
