Sasori of the Akatsuki killed the 3rd and turned him into a human puppet, and since Kabuto was once his spy, there is a canonical explanation for how he acquired the 3rd’s DNA. Kabuto’s Reanimation Justu was stronger than Orochimaru’s, so he should have at least tried to bring back one ofthe strongest Kagein history.

Danzo did a lot of terrible things in order to protect the Leaf Village, which is why he is considered one ofNaruto’s best villains. Danzo was part of the 2nd Hokage’s squad, he was a candidate for the 6th Hokage position, and he nearly defeated Sasuke. This proves that he was a highly skilled ninja.

He specialized in Wind Release, and thanks to some body modifications, he could use abilities that belonged to the Uchiha Clan and 1st Hokage. Orochimaru is the one who provided these modifications to Danzo, which means that Kabuto likely had his DNA.

8Fugaku Uchiha

Fugaku was the head of the Uchiha Clan during the Nine-Tails' attack, and he was considered a prime candidate for the 4th Hokage position. In terms of strength, his skills rivaled those of Minato and the Legendary Sannin, which makes him one ofthe strongest Uchihain the series.

He was highly proficient with Fire Release, and his skill with the Sharingan caused other nations to fear him. He also possessed the Mangekyo Sharingan. Fugaku may have not been as strong as Itachi or Madara, but he would have still done a lot of damage to the Allied Shinobi Forces.

7Chiriku

Chiriku was a ninja monk and the head of the Fire Temple. to achieve this rank, he needed to master the Temple’s secret teachings, including a specialized type of taijutsu. He was also part of the Twelve Guardian Ninja, an elite group who were tasked with protecting the Land of Fire’s Feudal Lord.

Chiriku was a skillful fighter, as he could go toe-to-toe with Hidan and Kakuzu, but he ended up losing becauseHidan activated his curse. In the anime, Kabuto admitted that he wanted to reanimate Chiriku during the war, but he simply chose not to.

6Might Duy

Might Duy was Guy’s father, and according to the anime, he could not use ninjutsu or genjutsu, which is why he spent his entire life as a genin. Normally, Kabuto would not reincarnate a genin, but Duy excelled in taijutsu.

Duy trained his body for twenty years, and in doing so, he was able to unlockthe Eight Inner Gates.He opened all Eight Gates to protect his son from the Mist Village’s Seven Ninja Swordsmen, and he killed four of them. This technique made Duy as strong as the Five Kage, and if Kabuto had reincarnated him, Duy could have used it endlessly.

5Shisui Uchiha

Shisui was considered to be the most skilled Uchiha of his generation. He and Itachi dueled numerous times, and Shisui had more victories. Shisui mastered the Body Flicker Technique to such a degree that other villages ordered their ninja to flee if they encountered him on the battlefield.

He possessed the Mangekyo Sharingan, which gave him access toKotoamatsukami. It is by far one ofthe strongest jutsu in the seriesbecause it places his targets under a form of mind control. Kabuto wanted to bring him back during the war, but he did not have a sufficient DNA sample.

As one of the Legendary Sannin, Jiraiya is one of the strongest ninja that the Leaf Village has ever produced. Itachi knew that he and Kisame were not strong enough to beat him, and Pain admitted that he would have lost if Jiraiya knew the secret of the Six Paths bodies.

Jiraiya’s deathwas extremely sad, but it meant that someone could bring him back with the Reanimation Jutsu. If he had been brought back during the war, the Allied Shinobi Forces would have suffered severe losses, but Kabuto could not get to Jiraya’s body to acquire his DNA.

3Kisame

Based on his chakra reserves, Kisame’s strength was equivalent to that of a Tailed Beast. He was one of the Seven Ninja Swordsmen, and he wielded Samehada, a living blade that would consume the chakra of those it cut.

Kisame was a Kage-level ninja, and Guy had to open seven of the Eight Gates to beat him. If he had been reincarnated during the war, he could have killed hundreds of Allied Shinobi by drowning them with his Water Release: Great Exploding Water Colliding Wave Justu.

Konan was the only female member of the Akatsuki, and she was trained by Jiraiya along with Nagato and Yahiko. She was able to fight Jiraiya for a time, and if it were not for Izanagi’s reality-altering effects, she would have defeated Obito, which makes her a Kage-level fighter.

Konan took her love for origami and created her own fighting style, which turned paper into a deadly weapon. If Kabuto had access to her DNA, he could have brought her back along with the other Akatsuki members, but no one knows where Obito left her body.

1Sakumo Hatake

Kakashi was a prodigy, and he is one of the strongest ninja in the Leaf’s history, which is why no one questioned the decision to make him the 6th Hokage. He is the son of Sakumo Hatake, a man who was known throughout the ninja world as “Konoha’s White Wolf.”

Sakumo was a genius, and his skill was rumored to be greater than that of the Legendary Sannin. Considering Sakumo’s strength, and the fact that his remains are in the Leaf Village, it is strange that he was not on Kabuto’s radar.
